Watergate Residential Development

This proposal is for a residential development on Portion 18, Portion 19, and Portion 20 of Farm 691 in Mitchell’s Plain.

In terms of the EIA Regulations, 2014 (as amended) a Basic Assessment Process must be followed as part of the application for environmental authorisation.

Hex River Embankment, Worcester

The applicant (Breede Valley Municipality), therefore proposes the construction of flood protection measures to be implemented within the watercourse. The proposed construction will span for appropriately 2 Kilometres and consist of the following phases:

  • Zweletemba Access Road bridge: The abutment road embankments will be protected by areas of riprap. These protection works will be the first priority.
  • Zweletemba North: Flood embankments along Zweletemba North will be developed which will tie in with the existing flood embankment. These protection works will be the second priority.
  • Zweletemba South: Flood embankments will also be constructed along this section of the Hex River. These protection works will be the third priority. Environmental Authorisation was granted on 22 April 2021 to the applicant to undertake the listed activities.

In terms of Regulation 34 of the EIA Regulations, 2014 (as amended), the holder of the authorisation must conduct environmental audits to determine compliance with the conditions of the Environmental Authorisation and the EMPr and submit Environmental Audit Reports to the Competent Authority.

Doug Jeffery Environmental Consultants was appointed to undertake the Regulation 34 environmental audit for the activities.

Meeuklip Reservoir Langebaan

The proposal comprises the provision of adequate water supply within the jurisdiction of the Saldanha Bay Municipality: Meeuklip Reservoir, water pipelines, re-alignment of road and associated infrastructure on portions 1 and 2 of Farm No. 294, Langebaan.

A Section 30A directive was issued to the Saldanha Bay Municipality on 13 June 2017 to carry out listed activities related to the implementation of measurements or interventions to address the current water supply shortage emergency situation in the areas with the jurisdiction of the municipality.

Doug Jeffery Environmental Consultants was appointed to undertake the Regulation 34 Environmental Audit for the development.

Saldanha Primary School

Environmental Authorisation was granted on 28 September 2020 to the applicant to undertake the listed activities.

In terms of Regulation 34 of the EIA Regulations, 2014 (as amended), the holder of the authorisation must conduct environmental audits to determine compliance with the conditions of the Environmental Authorisation and the EMPr and submit Environmental Audit Reports to the Competent Authority.

In terms of the National Environmental Management Act (Act 107 of 1998), as amended (“NEMA”), a Section 24G rectification process is being undertaken as the applicant has commenced with a listed activity in terms of NEMA and the 2014 EIA Regulations, as amended, prior to obtaining the required environmental authorisation. The applicant has commenced the listed activity by constructing a show house and entrance gate on Portion 8 of Farm 851, Paarl. Commencement occurred on 25 November 2020.

Firgrove Industrial Estate Access Road

The proposal entails the construction of a new access road off Macassar Road to Blend Crescent within the Firgrove Industrial Estate. The proposed access road traverses an unnamed stream. Therefore, a culvert bridge over the stream is necessary for the construction of the access road. Upgrades along Macassar Road at the proposed access road intersection with Doh Street and Macassar Road is proposed too.

Erf 725, Montagu

Montague Winery located in the town of Montagu produces wine for local markets. The winery produces approximately 11000 m3 of effluent from their wine processing that need to be disposed of. The effluent from the winery is treated at the on-site treatment works and then transported via a pipeline to a nearby farm, Elkana Boerdery. The farm uses the treated effluent to irrigate 2h of kikuyu grass and 1 ha of oats (3 ha in total).
